If a member has been declared delinquent in his assessment and his voting rights been suspended can he be constrained from attending the annnual meeting?

It's up to your organization to determine what this member can and can't do. But if only his right to vote has been removed, it can be argued that he retains all the other rights of membership (e.g. attend meetings).
