It's not that a majority agrees with everything that was done, or even that everything that was done was done properly. Only that everything that was done was done.Note, too, that any member, even those members who weren't present at the last meeting, can offer corrections to the minutes.Finally after all corrections (if any) have been made, the chair can simply declare the minutes approved (as corrected).
