There is a quorum of members to start the meeting, but the chair and vice chair are absent. Can the quorum appoint a chair and continue on with the agendas items (including action items)? If the chair shows up late to the meeting then I assume that he/she takes back the duties of the chair from the interim chair, correct?

Correct on all points. The temporary chair is called a chair pro tem. (Similarly if the secretary is absent.) The minutes should record who served as chair pro tem.
