(Exception? Yes. -- The person nominated can decline the nomination.)Nominations are ADDED TO.You cannot put words in the mouth of a committee (here, I assume, a NOMINATING committee), so you cannot alter a committee report.(Exception? Yes. Recommendations, or specific excerpts, can be moved for adoption. But, in most cases, not the entire report of a committee is moved for adoption en masse.)
