Possibly. But it might be better to simply nominate someone else.

No.

Nominations are not dropped. (Exception? Yes. -- The person nominated can decline the nomination.)

Nominations are ADDED TO.

You cannot put words in the mouth of a committee (here, I assume, a NOMINATING committee), so you cannot alter a committee report.

(Exception? Yes. Recommendations, or specific excerpts, can be moved for adoption. But, in most cases, not the entire report of a committee is moved for adoption en masse.)
