The board of directors for a local facility has seven members plus the manager of the facility as a non- voting member. If an ececutive session is called, can the manager be excluded from that session so as to discuss his perfomance?

There is no such thing as a "non-voting member" in RONR. If the manager is defined as a non-voting member in your Bylaws, it will be up to your organization to interpret your Bylaws to determine the rights of such a member. See RONR, 10th ed., pgs. 570-573 for some Principles of Interpretation.
