Guest Abigail Posted October 2, 2017 at 10:33 PM Report Share Posted October 2, 2017 at 10:33 PM Hello, I need to find out if there is a time limit for a non board member requesting to address the board at the start of an agenda item at a meeting? We are a non-profit corporation and the person is a member of the corporation but is NOT a member of the Executive Board (officer or director) and this is an Executive Board meeting. jstackpo Posted October 2, 2017 at 11:27 PM Report Share Posted October 2, 2017 at 11:27 PM In the situation of a non-member being given permission to address the (in your case) board he is not a member of, any time limits are set by the board. Limits go along with the permission.
Richard Brown Posted October 2, 2017 at 11:28 PM Report Share Posted October 2, 2017 at 11:28 PM Under the rules in RONR, non-members of the group that is meeting do not have the right to speak or address the body. However, by a majority vote (or unanimous consent), non-members may be allowed to address the assembly. The assembly may set whatever time limit it desires. By a two thirds vote, non members may be granted the right to participate in debate, but they cannot vote under any circumstances.
