According to RONR, no. The By-laws could state otherwise, but I doubt it.

The votes belong to the voters, not the candidates - so just because Candidate A received more than enough votes for election, that only means that enough members want him/her elected. Candidate B may not attain the same level of commitment, but members are free to vote how they want to.
