I am sure this is well-established: is it appropriate for the chair to make a motion, or should the chair frame the motion and invite other members to make and second the motion?

A board has 6 members including the chair. The chair votes on issues as a board member. A vote ends in a 3-3 tie. Does the chair get a tie-breaking (second) vote? If not, how is the matter decided?
