John W Robinson Posted March 10, 2024 at 04:13 PM Report Share Posted March 10, 2024 at 04:13 PM A board has 6 members including the chair. The chair votes on issues as a board member. A vote ends in a 3-3 tie. Does the chair get a tie-breaking (second) vote? If not, how is the matter decided?
Joshua Katz Posted March 10, 2024 at 04:16 PM Report Share Posted March 10, 2024 at 04:16 PM No. The chair gets one vote (if a member), which, in a small board, is "spent" along with all the others. No second vote. When a motion received a tie vote, it did not receive a majority support (more yes than no), and so it fails.
Richard Brown Posted March 11, 2024 at 03:58 AM Report Share Posted March 11, 2024 at 03:58 AM Agreeing with Mr. Katz, there is no need to break a tie vote (except, maybe, in elections). If the vote on a motion is tied, the motion fails to achieve a majority vote and therefore fails. There is no need to break the tie. There is nothing to decide. The motion failed.
