Aside from the obvious inconsistency; Is it possible, at this point, for the member who provided the second to the motion being considered, to rescind that "second" in order to prevent a vote from taking place? The member who made the motion can request that he/she be allowed to withdraw it but that request must be approved by the assembly (majority vote or unanimous consent).
