In our league our President was asked to resign due his inapropriate behavior. He has elected not to resign and has instead called for a special meeting. At this meeting does he have the right to "interrogate" or "cross examine" each member? Once we are ready to vote on whether he stays or goes do we have the right to ask him to leave the room or does he have right to stay in the room?

To dismiss him, you are going to have to follow the procedures for dismissal according to your bylaws and parliamentary authority. Only at a proper trial does the accused have the right to cross examine. Both sides need to step back and start following the rules.
