But instances where the presiding officer relinquishes the chair in order to participate in debate should be few and far between.Also note that there are several instances in which the chair is permitted to vote. This should be a rare occurrence. Someone who desires to enter into debate regularly should not accept the office in the first place.If it is just a matter of voting, there is no point in relinquishing the chair.
