Who breaks a tie vote?

In a church conference setting, if there is a tie vote, does the moderator have to break the tie vote? I think it says he can but what if he doesn't want to?

In the case of a tie vote on a motion, the chair (moderator in your case) would be able to cast the tie-breaking vote if he hasn't already voted, and assuming he is a member of the assembly. But he doesn't have to. If he wishes the motion to be defeated, he would not vote, leaving the tie which defeats the motion. You're not talking about an election, are you?

What's this it you refer to it that speaks to you when alone and tells you half-truths?;)Is it RONR?

The moderator MAY vote to break a tie, or not, depending on what he wants the outcome to be. For that matter, he may, when the opportunity arises, vote to create a tie, if he opposes the motion. The chair may vote freely whenever his one vote would affect the outcome.
