First, if the bylaws require a ballot vote it would be violating the rights of the individual member to attempt to suspend the rule (RONR p. 255 lines 18-22). Second, absentee voting is not allowed unless the bylaws specifically provides for it and the rules cannot be suspended to allow it (RONR p. 2 [footnote], p. 244[d], p. 255 lines 5-12, pp. 408-409.
