Once a motion is made and seconded can the presiding official ask for a vote before discussion has taken place. What happened was a board member made a comment and the presiding officer immediately asked if they would put in the form of a motion; which was done and seconded, then another member said wait I want to discuss the before we vote. Presiding officer stated that the motion was on the floor for a vote and that nothing could be done until after the vote. Another board member stated that the motion should be killed before it comes to a vote since there was no time made for discussion. Help!!!!
