There is no limitation on the subjects that can be discussed*. However, the board would decide which, if any, nonmembers of the board are permitted to attend the executive session. But when it does, all members of the board have the right to attend. People (whether members of the club or not) who are not board members may attend only with the permission of (a majority of) the board, presumably because the board feels they can inform its deliberations regarding the confidential matter(s) being discussed. According to RONR, the rights of board members does not depend upon how they became members (elected or not) unless your bylaws provide otherwise.
