Which is the case is something you all would have needed to decide for yourselves (see RONR pp. 570-573). Also, unless the language is so clear that there could not have been more than one reasonable interpretation that ruling that the members without their card cannot vote could have been Appealed (RONR pp. 247-252). If you all determined that those members who didn't have their card and had their vote disallowed was incorrect then the rights of those members were violated. If those votes could have affected the result of the vote then the whole thing is null and void (RONR p. 244[e]). but let others vote without their cardSounds like the Chair wants his cake and to eat it too. If you all determined that the members without their cards are not allowed to vote then those votes were improper and if they could have affected the result of the vote then the whole thing is null and void (RONR p. 244[d]).they also put a person on the ballot that was not qualified per our bylaws.If the ineligible member was not elected there is nothing that needs to be done about it (besides knowing not to do that next time).
