Motion to Vote on Something Previously Voted On

In July a motion was made, seconded and carried to remove an officer from his post for cause. At the August meeting a motion was made on the floor to reinstate the officer. The President presiding over the meeting would not allow the motion and claimed the motion-maker was out of order due to the fact that the subject was voted on at the previous meeting. My question: can a member make a motion on a subject that had previously been discussed and voted on?

In answer to your question: Yes, except it is NOT in order to move to amend or rescind something previously adopted (to properly identify the motion in question) if what was "previously adopted" has been carried out.

It sounds as though your "removal" motion was carried out, and you can't "reinstate" him/her unless your bylaws allow (very unlikely) for "reinstatement". RONR has no such motion. To put him/her back in office he would, presumably, have to be elected all over again.

See RONR(10th ed.), p. 298, l. 1-8, which lists expulsion from office as an action that cannot be rescinded.

However, there is no rule in RONR that says an expelled officer cannot be once again appointed or elected to an office.
