Can A Motion That Passed Just Be Ignored

At a committee meeting, a motion was passed by a vote of 16-8. The leaders of the organization have decided the motion was discussed and voted on too quickly but every parliamentary procedure was followed and they have now decided to create a subcommittee to consider a revision of the passed motion. Is this permissible? Doesn't the motion as passed have to stand until another motion, in full committee, is passed to change it?

Yes, No, and Maybe. If a committee passes a motion but it does not have the power to act, then NO. Only the body to act has the authority to act. That can usually be overturned by a body that is further up the food chain -- a committee normally yields to the Board. But what do your bylaws say -- that almighty Maybe.

I don't see anything wrong with a committee being created to review the motion, but the full assembly would to approve any changes recommended by the committee. I also think it would be the full assembly that would create the committee, not "the leaders of the organization." Also, in the meantime, the motion stands as it was adopted.
