Also that minutes should be out with 5 days of a meeting.To expand slightly:While there no rule requiring it, the minutes may be sent in advance. Your organization may adopt a rule requiring that the minutes be sent out five days in advance of the meeting (and I served as secretary of an organization that had such a rule).
