Town Meeting

The rules involved depend on who is actually meeting.

If you are gathering informally to hear someone speak, there may be no rules at all (other than--as always--applicable statutes).

If you are having a mass meeting, you should read the section in RONR devoted to that subject. Begin on page 5, RONR, 10th ed.

Is there specific rules of order for a Town Meeting?

Like any other organization, the "town" can adopt a particular parliamentary authority and it can adopt its own rules, subject to the restrictions of higher authorities. Check the bylaws of the organization to see if a parliamentary authority is named.

If an organization has not adopted a parliamentary authority, one can be adopted by amending the bylaws or by a two-thirds vote with notice or by a vote of a majority of the entire membership. See RONR (10th ed.), p. 15-17.

We are a non-for-profit organization and we are hosting a Town Meeting for the membership to discuss whatever topics that would like. All the Board Members will be there.

Based on this information, this does not appear to be the type of meeting to which RONR applies, but is rather a forum for the board to gather feedback from the general membership. If this is the case, the board may set whatever rules for the forum that it sees fit.

Based on the follow-up post, I think the phrase "town meeting" in this context is not referring to an assembly but to a type of meeting used to solicit feedback from some group - that is, the sort of town meeting that a political candidate would have, not a meeting for the citizens of a town to determine policy.
