New Secretary Posted September 9, 2011 at 01:45 PM Report Share Posted September 9, 2011 at 01:45 PM Are non-Members of a small condominium association allowed to attend Meetings? The Bylaws seem silent on the matter. Some are concerned that a Unit Owner may bring an attorney, or a person claiming to be an attorney, to a Meeting, and they do not know how to handle the potential situation. If allowed to be present, can a non-Member speak?Thank you.
Chris Harrison Posted September 9, 2011 at 02:22 PM Report Share Posted September 9, 2011 at 02:22 PM People who are not members of the body which is meeting don't have the right to attend (RONR p. 625, 628). If the body wishes to allow a nonmember to speak when no question is pending they can do so by a majority vote but if a question is pending the rules would have to be suspended to allow a nonmember to enter into debate which requires a 2/3 vote (RONR p. 255 [footnote]).
