Tim Wynn Posted September 10, 2011 at 11:08 AM Report Share Posted September 10, 2011 at 11:08 AM If the chair rules a motion out of order, any two members (one making the appeal and one seconding it) can appeal from his decision, thereby turning the matter over to the judgement of the assembly, a majority in the negative being required to overturn the ruling of the chair.
