I have found someone willing to take on the post. This individual was not voted in. It will be a simple appointment. What paperwork/verbiage is necessary for installing them on an ad hoc basis? If they are silent on the subject then whichever body normally elects that officer would hold an election to fill the vacancy and previous notice would be required.
