If the President is absent the VP should preside. If both the President and VP are absent the Secretary should call the meeting to order and preside over the election of a Chair pro tem who would preside over the meeting or until the President or VP show up. If the President, VP, and Secretary are absent any member should call the meeting to order and preside over the election of a Chair pro tem. (RONR/10 p. 437) That being said even if someone called the meeting to order who wasn't supposed to that would not in any way invalidate a properly called meeting.
