Can a Board member request an executive session on any agenda item?

Yes, any member may REQUEST that the group move into executive session but it requires a majority vote (or unanimous consent). A demand for executive session made by one member is NOT SUFFICIENT to effect that change.

Also, if in executive session, any member may move to end the executive session.

Requesting isn't enough, of course, to actually cause the body to go into executive session. The assembly would then decide whether to approve the member's motion to enter executive session -- could be done by unanimous consent, or the members could vote on the motion (request).
