I don't think that RONR is going to supply some magic words to get everyone to pipe down and it probably depends on the Chair's style of presiding and the nature of the body being presided over. If it is a normally mellow group that got out of hand the Chair may be able to take control again by tapping a pencil on the desk or clapping his hands to get everyone's attention or calmly motion for quiet or lightly rap his gavel a few times. If it is a more rowdy group that gets out of control on a regular basis the Chair may need to look to his leadership style to see what may be going wrong and ask (outside of the meeting) a few members he trusts to help him when things get out of control.
