Organization has their annual meeting....motion brought to floor, seconded and voted upon by members present...motion voted down

There is a spring ballot is sent out each year with organizational topics and new officers and directors on ballots to be voted upon by general membership by mail.

Can the board of diredtors and/or officers decide to put on the national ballot the motion which was shot down at the general meeting? This will then be voted on by all members of the organization.

The only thing i can find in the by-laws and constitution is that the board of directors have no legislative powers. They shall make immediate and long range plans acting as advisors in the execution of the business legislated by the membership at the annual meeting.
