constitution and bylaws violation

Our constitution and bylaws under fiscal year revenues require states that Donations contributions subscriptions or Union expenditures of any nature exceeding $200.00 between regularly scheduled monthly meetings other than that provided for in the Constitution and Bylaws, shall require a two-thirds majority bote to the members prsent at the meeting. Where less than ten percent of the membership is present at a meeting where a sum in excess of $200.00 has been approved, a majority of the Executive Board must also approve the expense before the expenditure can be authorized.

During one of the Executive Board meetings a motion was put on the the floor by one of the Executive Board members to purchase an IPAD for the President for up to $1000.00. The motion was approved by the Executive Board and the item was purchased without first being approved by the general membership.

Was this a violation of the constitution and bylaws and how do you correct such matters?
