amending a budget already adopted

Yes, it is - with the stipulation that the assembly in which the member makes such a motion has the power to act on the budget. For example, if your general membership adopted the budget initially, absent any special bylaw provisions a board member could not introduce such a motion at a board meeting, And conversely, if your bylaws give exclusive authority over the budget to the board, a member could not introduce such a motion at a general membership meeting.
