As long as there is quorum, the meeting can take place. If the Secretary is not there, then any member can call the meeting to order and immediately hold an election for a Chairman pro tem and a Secretary pro tem. Open Forum is an optional heading in the order of business, and it is traditionally placed at or near the end of the order of business - more specifically, it is usually placed after New Business.
