Making a motion at general membership meeting

If the officer is not a member of the body that is meeting, then he/she has no right to make motions. In fact, non-members (of the body that is meeting) don't even have a right to attend the meeting, under the rules in RONR.

The body can suspend the rules so as to allow a non-member to make motions.

What is the body that was meeting?

Do you mean that the officer is not a member? Or are you asking whether an officer who is a member must avoid making and seconding motions--rights which other (non-officer) members ordinarily posess?

In the former situation, a non-member (officer or not) may not make motions, second them, speak in debate, nor vote.

In the latter situation, a officer who is a member has all the rights of any other member.

But see FAQ #1 for special considerations that pertain to the presiding officer.

Another special consideration is that an officer, even if a member, should not make the motion to implement recommendations contained in his report.
