In fact, non-members (of the body that is meeting) don't even have a right to attend the meeting, under the rules in RONR.The body can suspend the rules so as to allow a non-member to make motions.What is the body that was meeting? Or are you asking whether an officer who is a member must avoid making and seconding motions--rights which other (non-officer) members ordinarily posess?In the former situation, a non-member (officer or not) may not make motions, second them, speak in debate, nor vote.In the latter situation, a officer who is a member has all the rights of any other member.But see FAQ #1 for special considerations that pertain to the presiding officer.
