Defining a Quorum

When there are 7 officers of a group, shouldn't a quorum be a minimum of 4 voting members, i.e., the majority? Also, if there are co-secretaries can both be voting members as separate entitites.

The quorum is whatever your bylaws says it is. If they're silent on this question, the RONR default quorum is a majority (more than half) of the members.

Whether you actually have co-secretaries (i.e. per your rules) and what you do about them is up to your organization to figure out. If, on the other hand, your bylaws only call for "a" secretary, you can't elect two persons to that position.

A quorum is what the bylaws define it as. If the bylaws are silent on the issue the quorum is a majority of the members who belong to the body.

Also, if there are co-secretaries can both be voting members as separate entitites.

Your bylaws should answer that.
