Well, "dispense with the reading of the minutes" is a term of art in parliamentary law and actually means to set aside the reading of the minutes until a later time.

With that technical point aside, when the minutes have been distributed in advance it is not required to read the minutes unless a member requests it, in which case the minutes must be read. No motion is required - this is the standard procedure when minutes are distributed in advance.

But they still need to be approved. So the chair asks for corrections and then declares them approved with any corrections that are made. Or you can have a committee appointed to approve the minutes. Just posting them is not enough.
