within our organinization, we have some 20 chapter and we all follow the same bylaws, however we have a chapter who is in violation of at least 3 or maybe more of these bylaws, our president has talked to this chapter explaning that they need to follows the bylaws just like the other chapters, they still refuse to follow them, in our bylaws we do have action to be taken if we have a member not following bylaws, but nothing that addresses a chapter. several letters have been sent to this chapter and still nothing, are we within our right to either fined them or to pull thier charter? Being that we don't have anything in our bylaws, where in R.R. is this addressed?

Last "where?" question: It isn't. The relationship between chapters and parent organizations should be all spelled out in their respective bylaws.

Rights? Real the parent bylaws carefully. Perhaps "members" in the parent bylaws is defined not just as people but also as "member chapters" or the like. If so then "member discipline" rules could be applied to the chapters.
