It does or does not need a second because it is from a committee. yes?the motion would be "to accept the committee's report." -- the motion coming from the committee.and the only discussion that can follow is on the topic of the motion "acceptance" yes?the discussion can not be directed toward the content of the cmte report.is this correct? or can discussion be directed toward the report, prior to the passage of the motion to accept the committee's report?in advance, thanks. Chris Harrison Posted February 26, 2012 at 04:32 AM Report Share Posted February 26, 2012 at 04:32 AM A second is not required provided that the motion is coming from the committee, AND the reporting member is a member of the assembly hearing the committee's report, AND the committee has more than one member. You do not want to adopt a motion to "adopt, accept, or agree to" the committee's report unless the assembly's intent is to endorse every single word that is in the report (RONR pp. 507-508). If the committee is making recommendations then the reporting member should move to adopt their recommendations (and the assembly can take it from there) and if the report is for information purposes with no action required go on to the next item of business after the committee has made its report. (the cmte was a constitution committee assigned the duty to revise the constitution and its bylaws. the cmte has completed its task. the cmte has no minority report. cmte is in full agreement on the revisions, etc.re: security code.... a bit difficult to read, if colorblind. do i have a seond?
