The citation you provide is from the 4th Edition of Robert's Rules of Order Revised, published in 1915 (and now in the public domain). I wouldn't worry too much about what it says there, since that version (nearly 100 years old) is most likely not of a parliamentary authority. And I suspect a few things have changed since then.
