In our association, they are appointed by the Board, not elected. They are invited to Board meetings to deliver their report. Last year, they were welcome to ask questions or make comments. This year, the new President will not allow them to speak and she is invoking Roberts Rules of Order for that. Is that something covered by the Rules or is she ad libbing? If your bylaws do not state that committee chairs are members of the board, then they have no right to speak. The privilege can be extended by the board but does not have to be.
