a motion had a 1st, 2nd, then passed by members but no action by officers

We had a motion for an independent audit passed by the membership. Since then 5 months have passed and both financial officers have never completed or requested the audit from an independent audit (they both said it really isn’t necessary. How do I file charges against both officers for failure to comply with a motion passed? Is there certain wording that will need to be in the letter to the executive board?

Look at your bylaws and governing documents as to what you need to do. At a meeting, you can make a motion as to what you want to do about this situation.

I would also ask if there was a time limit placed in the motion for the independent audit to take place. If not, at the next meeting, you can move to Amend Something Previously Adopted and direct the financial officers to have it take place prior to the following and make a report on the audit at that following meeting.
