Should an administer be a part of general members meetings?

I live in a co-operative where the administer ( paid employee) is present during entire meetings (general member and board) whereby she uses her influence in conversation that has had a dramatic effect over the years.

Is there anything within Robert's Rules where an employee/administer should be remob=ved from meetings unless called upon?

Only members of the body which is meeting have any right to attend the meeting or speak in debate/address the assembly. If the assembly wishes to allow a nonmember to attend meetings and speak that is their choice. Conversely, absent some rule saying otherwise if they want to exclude the nonmember from part or all of the meeting that is their choice as well.
