It would depend on who has the authority to appoint Committees. If the Board has the power to appoint members to Committees, then the Board may appoint a couple Board members onto each Committee - which may be wise as it allows for more direct communication with the Board.

Also, RONR suggests that the President also acts as an ex-officio member of all Committees except for the Nominating Committee. And other officers may have an obvious link to a specific Committee - for example, that the Treasurer be a member (either appointed, or an ex-officio) of the Finance Committee.

Per our ByLaws:

  1. Members of all Committees shall be appointed by a majority vote of the Local Officers, subject to the right of the Local membership to overrule such appointments. Their length of office will be the same as elected officers – a period of three (3) years.

Note: None of the Officers are ex-officio, but the President is to Supervise all committees.

So in this case would it be ok for them to appoint/vote themselves to committees?

Unless your bylaws place restrictions on who may be a committee member, there are no restrictions (meaning RONR places no such restrictions). Members of the organization, officers of the organization, the passersby out on the sidewalk, the 5-year-olds in the Kindergarten classroom down the street -- all potential committee members.

Note that your rules do give the membership a specific right to overrule any appointment that is made by the Local Officers.
