The chair let this member continue talking over others. Several members requested that the question be called for a vote, but the chair refused to do this. She said that she couldn't call the question. As a result, no vote was taken. What should have been the appropriate procedure. This item had already been submitted to council members via email, (bylaws state this is acceptable) and many had already voted to approve.
