Depends on what your bylaws say about the power and authority of the NomCom.

Commonly, yes. The NomCom makes a selection of the "best" candidate, thus not nominating others.

But are they under any obligation to nominate anyone in particular, such as the 2-term VP for the President's office? Can't they in fact nominate someone who most likely wouldn't even get one vote? (not that there's any good reason to, just saying that they could)

Can the nominating committee refuse to nominate a candidate for office?

Dean - what's really behind your question? Was it you who was overlooked after years of dedicated volunteer service? I mean, you can't be asking this question from a purely academic standpoint, inquiring what Robert's has to say about mandated duties of a nominating committee.

So, what's the (real) story?

Your choice of the word "refuse" is puzzling. Certainly the nominating committee should try to find a willing, qualified candidate for each open position. But it's quite possible, in rare instances, that they might be unable to do so. Life, and the election, goes on.

The nominating committee is certainly under no obligation to nominate anyone who asks for their nomination so, in that sense, I guess they can be said to "refuse" to nominate a candidate. But not to worry, any member, even the candidate himself, can make the nomination from the floor.
