what is the responsibility of a organization when a motion is made second and passed

Well, you could say that the organization has a responsibility to see that the actions authorized by the adoption of the motion are carried out. There might also be some individual responsibility (e.g. a member is given the job of purchasing a new computer for the organization) or a group of members (e.g. a committee) is given an assignment. It all depends on the nature of the particular motion. Is that what you're asking?
