2/3 Vote to Rescind a previously passed motion

1. Do all votes to rescind a motion require a 2/3 vote? Does "previous notice" eliminate the 2/3 requirement?

2. Can a subsequent motion be made to effectively override a previous motion?

For example: There were two options for how a procedure should happen. A motion was made and one of the two options was passed. Can a motion be made to override this motion and implement the other option (that failed in the first vote) instead of the option that originally passed?

1) With previous notice a majority vote is required. Without previous notice a 2/3 vote is required. In either case a majority of the entire membership will suffice as well. See RONR pp. 305-310 for details.

2) No. Such a motion should be ruled out of order and if it were allowed to continue it would be null and void unless a 2/3 vote was garnered or a majority of the entire membership was in favor of it. See RONR p. 251.

I think some clarification may help on your question 2. If the subsequent motion is stated expressing awareness of the previous motion, or expressing the intent to override the previous motion, then that usually amounts to a motion to rescind (or amend something previously adopted, depending on exact wording). The rules cited by Chris H. (pp. 305-310) apply. There is no absolute requirement that the magic word 'rescind' (or 'amend') be part of the subsequent motion.

Chris H.'s response to question 2. applies to the situation where an assembly adopts a motion which turns out to be in conflict with some other motion previously adopted and still in force.
