bylaw committee

in our club, we have a bylaw committee and our bylaws state that if a chapter wishes to make changes, there is method in place for them to use. Does the bylaw committee have the right to propose changes without it coming from a chapter, our bylaws state that if a chapter wishes to make changes must have a 2/3 vote to take it to the membership and must past by a 2/3 vote for it to be presented to the bylaw committee,I don't find any reference to the bylaw committee acting on thier own to make changes

It depends on what the bylaws committee is charged with doing. According to RONR, anybody (including a committee charged with reviewing the bylaws) can propose changes, but certainly cannot act on their own to make changes, whether it comes from a chapter or not. But the rules for changing bylaws are contained in the bylaws, and must be followed, as they would supersede the rules in RONR anyway.

Bylaws interpretation is up to your organization, and we can't really offer an opinion, especially one based on a rather unclear paraphrasing.
