But you might let the membership know that this is a possibility. It might make enough think about taking those positions. You might also try to find out why no one wants to "step up." Perhaps there is too much work involved for most (or all) of them to get involved. Perhaps that's only a mis-perception. But a dialogue aimed at finding out what they think might lead to some positive actions.

What happens if our board term is up and we have no new members to step up? Do we keep going or do we close the PTO down.

You could also consider amending your bylaws to eliminate the board. I'm not saying it's necessarily a good idea, just that there's no requirement that every organization have a board (though I think most find it at least convenient, if not essential). You might be able to get along with just the general membership, a few officers, and whatever committees are needed from time to time.

And, as long as you've got a few officers, you could define them as your board (making any necessary changes to your bylaws, of course).
