If "No" is the answer, then you cannot do e-mail voting AT ALL (and your other questions are moot).Otherwise, or at the next meeting, until the resignations are actually accepted by vote, both the Pres and Secretary remain members and can vote on accepting, or not, their own and each other's resignations.
