According to RONR, during a roll call vote, may a member give an explanation for his vote, PRIOR to casting his vote? Please give specific references from RONR...I cannot find anything addressing this.. Second, may another member, outside the chair, call a "point of order" when a given member is giving an explanation for his roll call vote, PRIOR to casting his vote.Thank you!
