In some organizations, it may be the board that does the electing. But regardless of which body the nominating committee reports to, its report is usually given when it has completed its job of selecting nominees. Before that, only committee members would have a right to see the committee's notes (committees do not normally keep detailed minutes, since the final report is the summary of their work).The body that appointed the committee can require it to produce an interim report on its work, but certainly no one person can require that.
